Statement of Senator Patrick Leahy
Ranking Member, Senate Judiciary Committee Executive Business Session
On Committee Approval of the 'NOPEC' Act, S. 2778
September 21, 2000

This is a great bill. The theme is simple - it's a big "NO to OPEC." The bill is straightforward. It will bring OPEC nations within the reach of our anti-cartel laws. OPEC now enjoys a loophole in our antitrust laws, and it is so big you could float an oil tanker through it. The NOPEC bill closes the loophole and subjects them to anti-cartel laws that already apply to foreign corporations.

We are fed up with OPEC nations - which in this case, in reality, are giant petroleum corporations - publicly conspiring to violate all norms of antitrust law and yet expect to do business with the United States. This is a shot across the bow of OPEC and will subject their assets to seizure and subject them to criminal charges.

It is time for America to enforce our laws - already used against corporations - against foreign governments that are, in reality, giant petroleum corporations.
