VOTE ON: Feinstein amendment that would modify the Rules of Construction to provide that this legislation only extends the jurisdiction of Federal courts in connection with State law that is deemed valid under the 21st amendment and the Webb Kenyon Act as interpreted by the Supreme Court, including interpretations in conjunction with other constitutional provisions. It also would provide that S. 577 shall not be construed to grant to states any additional power.
